The Carroll County Sheriff’s Office has made an arrest for animal cruelty related to a social media video that appears to depict a man tossing a cat two- to three-stories in the air.

According to Carroll County Sheriff Kevin A. Kemp, on January 13 at approximately 8:30 a.m., his department was made aware of a TikTok video that shows a young male individual allegedly abusing a small animal that appeared to be a cat. In the video, the man appears to toss the cat to what appears to be the top of a large building or barn – two or three stories high.

“The video was viewed by deputies within our department along with Animal Control and it appeared that a criminal act had in fact taken place. The investigation into the video provided the location of the crime to have occurred in Carroll County,” Kemp said. “Criminal Charges were obtained for Animal Cruelty from the Magistrate’s Office for the individual in the video, who was identified as Trey Austin Leonard.”

Kemp said Leonard was arrested and served with one charge of animal cruelty. The Carroll Sheriff said his department is working together with Carroll County Animal Control and the Carroll County Commonwealth’s Attorney in the investigation.

“Further charges could result,” Kemp said. “I would like to thank the public for the many tips and assistance provided during this investigation, and a clear statement from our citizens that abuse to animals will not be tolerated by them or your Sheriffs Office.”
