Police Blotter: February and March

Unless otherwise noted, all individuals named are Dickinson residents.

The Dickinson Police Department was active in responding to a variety of incidents and calls for service during February and March. Below are highlights of some of the notable incidents that occurred:

THURSDAY, FEB. 1

10:08 a.m.: Joshua Flynn, 39, was arrested near Southview Ave and charged with DUI 4th offense.
1:29 p.m.: Christopher Platt, 31, was arrested at La Quinta Inns and Suites on 12th St W for having allegedly stolen a 1999 Honda Civic and fleeing from police, causing a high-speed chase in Dickinson. Charged with possession of stolen property and reckless endangerment, Platt is accused of intending to keep the stolen car, valued at $1,500, and risking serious harm during the chase.

6:58 p.m.: Makayla Smith, 26, of Mandan, was arrested on a Burleigh County Warrant for possession of methamphetamine at La Quinta Inns and Suites.

11:16 p.m.: Jessica Warne, 33, was arrested for disorderly conduct and resisting an officer at Mavericks. Warne is being held on a $600 bond.

FRIDAY, FEB. 2

3:46 p.m.: Theft of a pair of pants reported at Boot Barn. The suspect is unidentified.
7:27 p.m.: A hit and run accident at McDonald’s on Museum Dr W was reported. The offending vehicle was leaving the drive-thru when it struck another vehicle and did not stop. The striking vehicle was identified as a Silver SUV with damage to the front passenger bumper.
9:31 p.m.: A report of an individual hanging out of a window, flashing a gun and chasing the reporting party with a vehicle was received near Badlands Inn and Suites on Museum Dr. W. Officers arrived and secured the area, unable to locate the individual.

SATURDAY, FEB. 3

12:02 p.m.: At De Porres Barber on 2nd Ave W, a welfare check was requested for a child who was reported to be mistreated.
10:37 p.m.: A report of a 19-year-old intoxicated at Paragon Bowl on Villard St W. The individual left the area before police arrival. Later, officers located the vehicle at the reporting party’s address and spoke with the 19-year-old.

SUNDAY, FEB. 4

12:27 a.m.: A report of a dog being outside and barking for multiple hours near Jerry Ln. Officers did not hear any dogs when they arrived.

12:55 a.m.: Montreal Lester, 32, and Reginald Fields, 30, both from Dickinson, were arrested for disorderly conduct and resisting an officer following a reported fight at Final Final on 12th St W. Fields had a bond set at $300, while Lester’s was set at $600.

12:22 p.m.: A report of a body located in the slough south of the 1000 block of 15 St W.
6:50 p.m.: A report of an individual asleep in a vehicle on 4th Ave W. Officers arrived on scene and found a large stuffed animal in the passenger seat of a vehicle. No police action taken.
9:18 p.m.: A report of the odor of methamphetamines in the hallway at Villard Square on 6th Ave E. Hallways were walked and no odor was present.
10:37 p.m.: A complaint about a neighbor using a leaf blower at night was made near 12th Ave W.

MONDAY, FEB. 5

1:27 a.m.: Gonzalo Manzo III, 20, was arrested on 8th Ave W following a reported fight. He faces charges of actual physical control and driving under suspension, both misdemeanors, in addition to minor in consumption.

4:11 p.m.: Suspicious activity involving a male walking around with a backpack was reported on Enterprise Ave. He was believed to be dealing drugs.
9:41 p.m.: A drug incident involving individuals using drugs in the store bathroom was reported at Dollar General on 23rd Ave W. All three individuals were issued criminal trespass warnings from the business.

TUESDAY, FEB. 6

12:16 a.m.: David Lucka, 45, was arrested for Driving Under Suspension and Resisting Officer.
8:58 p.m.: Michelle Nester, 48, was arrested for Disorderly Conduct, after allegedly refusing to leave upon request, and a criminal trespass was issued at Roosevelt Grand on 15th St W. She was transported to the SWMCCC and is held on a $900 bond. Court date is set for Feb. 15 at 10 a.m.

WEDNESDAY, FEB. 7

12:29 p.m.: A female reported she could not open her mailbox on Meadows Dr. She was advised to contact whoever services the group box and have them inspect the lock

THURSDAY, FEB. 8

7:12 a.m.: Suspicious activity was reported on Museum Dr W. A female took a long time in the bathroom, which seemed suspicious to the clerk. The female left prior to law enforcement’s arrival.
5:31 p.m.: A female, 39, was found deceased due to probable medical issues near 1st Ave E. No foul play suspected.

FRIDAY, FEB. 9

11:51 a.m.: The new owner of a tattoo shop on 2nd St West made a report of drug paraphernalia and older tattoo equipment found inside. All paraphernalia and tattoo equipment are entered to be destroyed.
8:03 p.m.: A vehicle theft was reported at Players Sports Bar on 1st Ave E. The vehicle was located shortly after and no law enforcement assistance was needed.

SATURDAY, FEB. 10

2:57 p.m.: A male called to report concerns about his mother using child support funds on herself. He was informed law enforcement could not intervene.
9:34 p.m.: David Spagnotti, 32, was arrested for allegedly resisting an officer at Luckys ARCO on Villard St E and transported to the Southwest Multi-County Correction Center (SWMCCC). He is held without bond due to Stark County arrest warrants related to theft allegations. Spagnotti is accused of unlawfully taking items including radiators, wheels, a sledgehammer, a torch and a shovel, with the total value estimated between $1,000 and $10,000.

11:06 p.m.: Jacob Bennett, 35, was arrested on charges of terrorizing. The allegations state that he acted in a manner that might have threatened another person’s safety, potentially leading to significant disruption or public inconvenience. SUNDAY, FEB. 11

9:40 p.m.: An argument between several males was reported at Mallard Heights II on Mike St. The males stated they were being loud due to the Super Bowl. No law enforcement action was taken.
11:20 p.m.: A male was reported missing from his hotel room at Suburban Suites on Legend Dr. He was found passed out in the stairwell of the motel and was escorted back to his room without incident.

TUESDAY, FEB. 13

8:51 a.m.: A report of a suspicious vehicle parked and running for hours at Spur Bar and Lounge on Villard St W. The driver stated he was tired and needed a place to sleep before traveling again.
10:30 a.m.: A call about a missing vehicle on South Park Place I was received. Officers found the vehicle was towed the day before.
4:21 p.m.: A found wallet at Sakura Steakhouse on 14th St W was placed into found property.
9:54 p.m.: A call was received on 8th Ave E regarding a reward for a wanted person. The caller was informed that there was no cash reward for the wanted individual.

THURSDAY, FEB. 14

2:08 a.m.: A male reported his firearms stolen and that his neighbor was acting erratically on 5th Ave W. The firearms were later found by the reporting party; the neighbor was not home.
5:54 a.m.: Able Inc. on 24th St W reported a resident had passed away.

THURSDAY, FEB. 15

9:56 a.m.: At Trinity High School on Empire Rd, a report was received about an individual allowing their dog to defecate on the football field. The property owner did not want the individual trespassed. Officers attempted contact with the male but no further action was taken.

1:25 p.m.: A male called the Public Safety Center from Frost Cycle and Sales on Villard St W about a civil matter regarding motorcycle parts not received. He was advised to refer to civil court. No further action was taken.

FRIDAY, FEB. 16

10:10 a.m.: At Trinity Elementary on 3rd Ave W, a report was made of a stop-arm violation. The owner of the vehicle stated he passed the school bus when lights were only yellow. As the stop-arm came out as he was passing and he was in oncoming traffic, no photo was provided from RP to confirm the violation. No action taken.
10:37 a.m.: A USPS vehicle flipped onto its side on 10th St E. The driver was assessed for injuries, and the vehicle was towed.
4:56 p.m.: At Boot Barn on 3rd Ave W, a report of a female possibly stealing a bottle of cologne. The female was made contact with, the cologne was returned, and she was trespassed from the store.

FRIDAY, FEB. 17

11:18 a.m.: Officers were dispatched to Best Budget Inn on 12th St W regarding a Hispanic male who did not speak English, seeking help with some individuals harassing him. The male was escorted to his room and advised to call law enforcement if the individuals showed up again.
9:56 p.m.: Report of suspicious activity at Elm Ave. A female reported a stranger knocking on her door, believed to be the ex-girlfriend of the previous owner.

SATURDAY, FEB. 18

1:00 p.m.: Report of a juvenile male stealing from a video game store at Rock 30 Games, items returned, trespass warning issued

9:47 p.m.: An individual wanted to speak to an officer about an Xbox theft.

THURSDAY, FEB. 23

2:31 p.m.: Gonzalo Franco was accused of possessing a controlled substance, specifically methamphetamine, and engaging in disorderly conduct. Franco reportedly had the drug without a valid prescription or medical authorization, a Class C Felony. Additionally, he is charged with disorderly conduct for allegedly tailgating and following someone closely, leading the distressed individual to contact the police.

9:59 p.m.: James Sullivan, 56, was arrested on a warrant at Best Budget Inn. Bond set at $300.

FRIDAY, FEB. 24

10:23 p.m.: Dana Gilbert, 53, was arrested on Meadows Dr for multiple offenses, including attempting to assault a peace officer. Specifically, Gilbert reportedly tried to cause bodily harm to an officer on duty by kicking at the officer’s head while the officer was attempting to assist her with her shoes.

FRIDAY, MAR. 1

2:49 a.m.: An employee at Paragon Bowl collected three fake IDs from different people over multiple dates. These IDs were collected and placed into evidence for destruction.
9:58 a.m.: A report of a female subject holding up the drive-thru line at Taco Johns on 14th Street West. Due to the female’s actions, the business requested her to be trespassed.
10:04 a.m.: Officers received a report of someone flying a drone in the 900 Block of Park Avenue. Individual was gone upon officers arrival.
11:09 a.m.: A theft and fraud incident was reported involving hacked PayPal accounts. One individual was scammed out of $699.99 and required the police report for her bank.
12:11 p.m.: Report of scammer impersonating the DPD at PSC on State Avenue North. Advising civilians they have warrants and need to pay them by gift cards. No monetary loss.
1:54 p.m.: Aaron Baker, 43, was arrested on a Stark County warrant for possession with intent to deliver fentanyl.
3:50 p.m.: Report of a male attempting to purchase a car over the Internet with false information at Autorama Auto Sales. The seller never went through with the transaction, there is no loss.
9:16 p.m.: Report of a male walking into another male’s room and taking $20 off the bed at Best Budget Inn. The offending party was located and the money was returned.

SATURDAY, MAR. 2

12:20 a.m.: Report of a female who was assaulted by another female inside of Final Final Club. The offending party fled the scene prior to Law Enforcement arrival.
2:45 p.m.: Tyler Gross, 28, was arrested for alleged unlawful possession of drug paraphernalia related to Schedule I, II, or III substances during a traffic stop.

SUNDAY, MAR. 3

2:15 a.m.: Male reported another male driving past his house, threatening to vandalize his vehicle. Extra patrol was conducted, and no contact was made with the suspect.
1:52 p.m.: Report of a 2005 Chevy Uplander stolen from an apartment complex on Hillside Terrace. No known suspects at this time.
3:13 p.m.: Report of an individual getting catfished by a fake profile. The individual had sent intimate images on a dating app to the catfish.

MONDAY, MAR. 4

12:08 p.m.: Welfare check conducted on a 96-year-old male who hasn’t answered his phone in a couple of days . The male was located at his home in the process of snowblowing a driveway for his neighbors. Caller contacted about findings.
4:08 p.m.: A dispute was reported over a Facebook Marketplace purchase. The officer spoke with both parties involved, who then agreed to exchange the returned property and money to resolve the issue.
10:38 p.m.: Report of loud banging. Officers spoke to the apartment resident in question and found the male was setting up new furniture. It was agreed to keep it down. No further action taken on Lincoln Meadows V.

TUESDAY, MAR. 5

4:08 a.m.: Report of a male threatening another male in the Circle K parking lot with a rifle on Museum Drive West. The individual was gone on police arrival.
8:53 a.m.: Report of a small container containing narcotics found outside of a bank. Unable to determine who the container belonged to. Placed in evidence for destruction.
10:30 a.m.: An abandoned Dodge Pickup was located in a private parking lot. The vehicle had been on the premises for months. It had not been reported stolen. No police action was taken.
2:12 p.m.: An opioid overdose was reported at a local gas station. The male was revived with Narcan.
4:09 p.m.: Gail Ellis, 37, was arrested on a Stark County warrant for possession of methamphetamine.
8:28 p.m.: A female wanted to make a police report about missing undergarments from her laundry.

THURSDAY, MAR. 7

12:09 a.m.: Report of an intoxicated individual attempting to drive away from Final Final. Officers arrived on scene and the male agreed to get a ride to his residence from the reporting party on Final Final.
5:41 a.m.: Report of a mail truck stuck in the snow. Upon Law Enforcement’s arrival, the mail truck was stuck in the snow and unoccupied on Northern Place.
1:31 p.m.: A male called to report an unknown individual slashed his tires near Pheasant Run.
6:45 p.m.: A scam was reported involving the purchase of $2,000 worth of Amazon gift cards. The reporting party did not send the gift cards to the scammers. The case is closed until the reporting party provides the necessary information.
7:48 p.m.: Business called to report a fake ID. Upon investigation the ID was not fake and was returned to owner on Paragon Bowl.

FRIDAY, MAR. 8

1:30 p.m.: Female had questions about her phone and possible hidden cameras in her apartment near State Avenue North.
11:11 a.m.: Officers received a call regarding a passcode on a cell phone as his elderly parent locked himself out of the phone. The individual was informed that law enforcement could not assist in the matter and to reach out to customer service through the phone company.

SATURDAY, MAR. 9

7:16 a.m.: A Facebook post misidentified a male the police department was trying to identify. Numerous people called to correct the post. They were assured it was not the DPD making posts.
8:58 a.m.: A male wanted to report items missing on his kitchen table. The apartment was in disarray and it could not be determined what was missing. No police action was taken.
10:19 a.m.: An unidentified male was stumbling around in the store in the 1000 block of E Villard. The subject ended up falling into a shelf and breaking a couple bottles of liquor. The subject was later located on Villard Street East. Male paid for the items and was trespassed per managements request.
12:38 p.m.: Report of a male with a gun outside of a residence. It was discovered that the gun was a toy. No LE action taken.
7:02 p.m.: Michael Decker, 40, was arrested on a Stark County warrant for violating an order prohibiting contact. On January 31, 2024, in Stark County, North Dakota, Decker faced charges including terrorizing and possessing a stolen firearm. He is alleged to have threatened to kill someone while holding a firearm, creating fear for the victim’s safety. Additionally, Decker is accused of possessing a stolen firearm, indicating knowledge that the gun was stolen and an intention to retain it unlawfully.

7:38 p.m.: A 14-year-old female called and was concerned someone had entered her house when she was gone. Officers conducted a walk-through at the request of the parents. Nothing was observed which would lead officers to believe anyone was inside the house.

WEDNESDAY, MAR. 13

12:46 p.m.: Request for extra patrol at the library for narcotic activity. A bulletin was added for foot patrols at the Library during daytime hours.
10:31 p.m.: Welfare request on male who had not contacted parent for several hours. Officers made contact with the individual who stated he fell asleep and was fine.

TUESDAY, MAR. 16

6:11 p.m.: A citation for retail theft was issued at Walmart on 3rd Avenue West to Phyllis Deutenhofer, 81, she was released on a PTA.
6:11 p.m.: A report of a captured cat was made near 1st Street East. The cat was able to escape the kennel at the shelter and bit the officer. The officer received medical treatment at CHI. The cat was later secured.

WEDNESDAY, MAR. 17

1:44 p.m.: Mathew Schreyer, 40, was arrested for allegedly inappropriately touching a female under the age of 15. He was also charged with preventing arrest.

2:06 p.m.: A public assistance request was made at Best Budget Inn on 12th Street West concerning noise concerns at the nearby Final Final bar. The complainant was informed that it would be impractical to stop people from talking outside, especially when the establishment is at 100% capacity.

FRIDAY, MAR. 19

12:44 a.m.: A report was received of shots being heard in the Sierra Commons area. Officers searched the area and were unable to uncover anything.

9:34 a.m.: Edward Amador Ramirez, 23, was arrested for allegedly resisting an officer and providing false information to an officer. He was then taken to the Southwest Multi-County Correction Center (SWMCCC). In addition to these charges, Edward was arrested for several outstanding warrants.

7:04 p.m.: A theft was reported at Family Dollar Store on Villard Street West. Two juvenile females were allegedly shoplifting from the store. Juveniles were gone upon police arrival. Officers determined suspects had in fact paid for all merchandise.
8:13 p.m.: A disorderly conduct was reported near West Ridge Drive. Two males getting into an argument and one male pulled a knife. The reporting party did not want to press charges. Report is a matter of record.
10:01 p.m.: Corey Erickson, 22, from Taylor, was arrested at the Suburban Suites on Legend Drive and faced multiple charges including giving false information to law enforcement, resisting an officer, possession of drug paraphernalia, and possession of a controlled substance, each with a bail set at $400.

FRIDAY, MARCH 23

4:31 a.m.: A 60-year-old male was found deceased in a motel on the 500 block of 12th Street West.
10:09 a.m.: A homeless man was reported asking for money outside gas station. The male was trespassed and left without incident at Loaf N Jug.

SATURDAY, MARCH 24

1:15 a.m.: Suspicious activity was reported by a male sleeping in a laundry room of an apartment complex near Meadows Drive. The male was not in the laundry room upon law enforcement’s arrival.
9:22 p.m.: A male requesting roommate be removed from residence. After explanation, the matter was civil. Men agreed to separate for the night.

SUNDAY, MARCH 25

8:03 a.m.: A report of a juvenile male who was upset at his grandparents for taking his phone away. The juvenile was spoken with and agreed to calm down on 2nd Street West.
8:05 a.m.: Julie Handland was contacted by police for calling a radio station repeatedly and stating that her duster was stolen. She was advised to quit calling and to stay off the property of The MIX 105.7.

THURSDAY, MARCH 28

11:54 a.m.: A found bicycle, black and red Hyper Shocker mountain bike, was reported in the 800 block of 8th Avenue West.

FRIDAY, MARCH 29

10:11 a.m.: A report was filed for a FedEx package flagged by FedEx as suspicious. Officers responded and opened the package containing numerous Blue Fentanyl Pills. The Task Force was called and took over the investigation at Federal Express on Osborn Drive near Sims.

SATURDAY, MARCH 30

1:47 a.m.: Joshua Reed, 38, from Dickinson, was arrested at Mavericks on Museum Drive West and Sims for breaking into a vehicle unarmed, having actual physical control while under the influence, and refusing to submit to a chemical test.

4:37 p.m.: A report of kids drawing inappropriate images on dirty vehicles was made at Prairie Hills Mall on 3rd Avenue West. No damages were reported and no action was taken.

SUNDAY, MARCH 31

4:37 p.m.: A report was made of an infant being left alone in a vehicle at Liquor Warehouse on 21st Street West. The child was not alone and was being watched by a 13-year-old sibling in the back seat. No action was taken.
7:13 p.m.: Katie Griffin, 32, was arrested on a Stark County Warrant and charged with having methamphetamine, fentanyl, oxycodone and items used for drug consumption.
