Christmas gifts sought for children of missing women

As Christmas approaches, several local children are facing the holidays not knowing where their mother is or what has happened to her.

Tiffany Starks Foster, of Newnan, and Olivia Fowler of Manchester both disappeared without a trace earlier this year and are still missing.

A local Christmas drive has been started to help make Christmas a little brighter for Foster’s children; friends and family of Fowler marched in the recent Manchester Christmas Parade to continue to keep her case in the public eye and are accepting mailed gifts for Fowler’s three children.

Foster, 35, lived at Creekside Apartments off Highway 34 with her finance. She was last seen March 1 when she left her apartment to go grocery shopping. She texted her mother that evening and it was the last text sent from her phone. Foster’s car, a gray 2020 Nissan Altima, was found March 8 in College Park, with many of her personal belongings still inside.

Foster’s fiancé, Reginald Robertson, was arrested March 30 and charged with theft by taking after investigators reportedly learned that Robertson moved Foster’s car after she was reported missing. However, those charges have since been dropped.

Robertson was later charged with kidnapping and aggravated assault, but those charges are not related to Foster’s disappearance. Instead, they are related to an incident that allegedly occurred in November of 2020. Robertson remains in the Coweta County Jail where he is being held without bond.

Fowler, 26, was last seen Aug. 13 in the Chalybeate Springs community near Manchester. Around 2 that morning, she left her boyfriend’s house on foot. She was seen around 8:30 that morning walking on Short Street, and the last confirmed sighting was at 10:30 a.m. when she was seen walking on Pebble Brook Road near Cove Road.

Hoping to brighten their spirits

Cowetan Carolyn Adams has never met Tiffany Foster, but began following her case a few months after her disappearance. And she felt called to do something for Foster’s children.

“I’m trying to brighten their spirits a little bit for Christmas… so I decided to do the gift drive to try and see if I can get the community involved,” said Adams. She’s gotten to know Foster’s mother and sister, and asked them if there were anything that the kids needed.

Foster has three children: an 18-year-old-son, 15-year-old daughter and 12-year-old son.

Foster’s mother, Katrina Hill, said the gift drive has really touched her heart.

“She did that on her own and she doesn’t know us,” Hill said. “There are still some good people out there in the world today. We have been blessed with people helping us to locate Tiffany. We are still out there searching, and asking people – pleading with people – if they know anything to please come forward and get in touch with the Coweta County Sheriff’s Office,” she said.

“This has devastated her family, especially her children.”

Hill said the whole family is in counseling; Foster’s oldest is having the hardest time and barely eats, she said.

“We’re trying to make it … I know people are praying for us, and we’re praying,… and just trying to keep moving,” she said.

Hill and her family are originally from Columbus and didn’t know many people in Coweta, but have met many people who are helping search for her daughter.

Adams has set up a Christmas tree on her front porch for Foster, complete with ornaments that say “Bring Tiffany Home.” People can drop off gifts on the porch at 3 Seville Court, Newnan, and Adams brings them in each night. Because they are teens, Adams is hoping for some gift cards, and monetary donations will be put on cash cards, she said. Donations can be sent to $CLA6820 on Cash App or @cadams5912 on PayPal. Foster’s oldest is a size large in shirts and pants and wears a 10.5 show. Her daughter wears a medium junior shirt, 7/9 pants and size 7 shoe, and her youngest wears a medium in shirts and pants and a size 9 shoe. Fowler also has three children: a 6-year-old daughter, 3-year-old daughter and 1-year-old son.

Olivia’s Army will not stop

A group of Fowler’s family and friends have formed Olivia’s Army to work to raise awareness, search for her and raise money for a reward for her safe return.

“It has been 118 days. There are no updates from law enforcement – all we know is they are working on the case,” said Fowler’s aunt, Tamara McCoy. “Olivia’s Army will not stop until we get answers.”

Since she’s been missing, “Olivia has missed so much. Her uncle was killed in a car accident just last week. And her oldest turned 6 last month,” McCoy said. “It’s harder every day to not know and have no answers. We pray someone comes forward soon and that our precious Olivia will be brought home.”

Gifts for Fowler’s children, as well as anonymous tips, can be sent to Olivia’s Army, P.O. Box 1058, Pine Mountain, GA 31822.

They are also raising money to increase the reward. “We believe Olivia has come in contact with foul play,” McCoy said.

There is currently a $5,000 reward for information leading to Fowler’s return, and a $60,000 reward for Foster’s safe return. There is a $35,000 reward for information that leads to the arrest and conviction of the person responsible for her disappearance or the successful location and physical recovery of Foster, according to missing posters.

She has a tattoo that says “I Love You” on her right arm and is missing her upper right canine tooth.
