Reward offered for information leading to arrest of Goshen massacre suspects

A $25,000 reward is available for information that leads to the capture of the Goshen massacre suspects.

On Tuesday, Tulare County Sheriff Mike Boudreaux announced the department is offering a reward in partnership with the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the FBI. Crimestoppers has also contributed $5,000 reward offer.

The reward has more than doubled in less than a week.

Boudreaux also asked for businesses and residents who may have video of the area between 3 and 5 a.m. to save the recording.

“We’re asking that you go back and look at your video,” he said. “It doesn’t matter how far away your were from the scene. Any video evidence you find suspicious, please contact Tulare County Sheriff’s Office.”

Detectives believe there are at least two suspects and the attack was not a random act of violence. Hundreds of items of evidence have been collected by investigators and more is expected.

No arrests have been announced, as of Friday morning.

“What these cowards did is disgusting and I want to see them face their judgement,” Boudreaux said. “This was a cartel-like execution. We are not eliminating the idea that the cartel was involved. But we are looking at all avenues. We are looking at every fact. We will not give up until we find these monsters.”

Here’s what we know

On Monday morning, gunshots erupted at the Goshen home on Harvard Road. It was initially believed to be a shooting in progress because of the amount of gunfire heard.

When deputies arrived, they found two victims and a third near the doorway of the Goshen home. Six bodies were discovered inside and outside of the home.

The victims are believed to be family.

Alissa and her 10-month-old son were shot in the head while trying to escape.

“I know for a fact there was no reason for them to kill her, but they did,” Boudreaux said. “I know for a fact this 10-month-old baby was relying on the comfort of his mother. There was no reason for them to shoot that baby, but they did.”

Alissa’s grandmother, 72-year-old Rosa Parraz, was shot while she slept inside the house. The two others found dead at the scene were Eladio Parraz, 52, and Jennifer Analla, 49.

Marcos Parraz, 19, was shot and taken to a local hospital, where he died.

The precision and level of violence shown by the shooters indicates a link to a drug cartel or high-ranking gang members, Boudreaux said.

“We have cartel in Tulare County. They are here for multiple reasons,” he said. “I’m not identifying or pointing a finger at any one cartel.”

This was also not the first time deputies were called to the Parraz home. On Jan. 3, patrol deputies did a parole compliance check at the home.

“This is a known home to our department where gang activity has occurred in the past,” Boudreaux said.

Shell casings were found outside the house and deputies asked to go inside the home. The people at the house refused to let deputies in, Boudreaux said. Deputies issued a search warrant and found marijuana, methamphetamine, guns and body amour.

Eladio Parraz, a convicted felon, was arrested, and bailed out four days later.
