Woman arrested on charges including animal cruelty, resisting arrest

A Paintsville woman was arrested after she allegedly abused her dog on Main Street then resisted arrest by responding officers.

Paintsville E-911 received a call Nov. 17 regarding a woman walking down Main Street “kicking her dog and picking it up, throwing it and choking it,” the arrest citation said.

Officer Nathan Collins of the Paintsville Police Department arrived on the scene and saw Suzanne M. Sewell, 48, of 6th Street, “staggering” down the middle of the road and holding her dog by the throat, according to the arrest report.

When Collins stopped Sewell, she “became very argumentative” with him and was screaming and cussing, the report said.

“Officers took the dog from her possession and attempted to place her in handcuffs,” Collins wrote in the report, adding that Sewell “kept trying to move away from being placed in handcuffs and pulling away.”

A witness approached officers and gave a written statement, confirming that Sewell had kicked and thrown the dog, the report said.

Collins and Officer James Bradley placed Sewell under arrest, and Officer Justin Jackson transported the dog to the E-911 center to make arrangements for someone to pick i up, the report said.

Sewell was charged with second-degree cruelty to animals, second-degree disorderly conduct, resisting arrest and public intoxication. She was lodged in the Big Sandy Regional Detention Center in Paintsville.

Court documents show the arrest was Sewell’s second in just a matter of days.

According to a separate arrest citation, she was arrested Nov. 15 after PPD Officer Justin Jackson was dispatched to her residence to respond to a call reporting a domestic incident in progress. After investigation, the citation said, Jackson arrested Sewell on charges of public intoxication and fourth-degree assault.
